Choosing a technology acquisition method in the paper industry with a fuzzy decision-making approach

Abstract

Paper is a strategic commodity, an important role in economic, cultural, social growth and development, and one of the developed indicators of the country. Paper production technologies are under development due to complexity and capital cost. Most developing countries use technology transfer to meet their common technology needs. The paper industry is one of the industries that the country needs advanced technology to compensate for its backwardness in meeting the country's need for paper, especially printing and writing paper. Therefore, in addition to the fact that technology is necessary and transferable, technology acquisition strategy also plays an important role in this field. In this research, the strategies and methods of technology transfer are identified according to the indicators and indicators of technology transfer in the paper industry, in this way, by studying the library and using the opinions of experts in the paper industry, using the fuzzy Delphi method, by determining the indicators suitable and scoring indicators. Determined and their prioritization with different decision making models (fuzzy decision making and Prometheus), determines the appropriate method of technology acquisition strategy in the paper industry. According to the obtained results, three foreign investment strategies, turnkey method and company creation, are the highest priorities of technology acquisition methods. However, foreign direct investment strategy is the best technology acquisition method in the paper industry.
